The FEMA Region’s Role in Support of Health Care Preparedness W. “Russ” Webster, Federal Preparedness Coordinator FEMA Region 1 With the advent of Presidential Policy Directive 8, National Preparedness, FEMA's regions have been directed to support local, state and federal partners, including health care professionals, in new and innovative ways. The presentation will highlight ongoing and evolving programs that may benefit the health care community. Speaker Biography: W. Russell “Russ” Webster is the Federal Preparedness Coordinator for FEMA Region I covering New England’s six states. Capt. Russ Webster, U.S. Coast Guard (Retired), served 26 years in the military, and was his service’s incident operational commander for the 1999 JFK Jr. and Egypt Air Flight 990 air crashes. He later became the Chief of Operations for the Coast Guard’s Northeast District (Maine to New Jersey), and coordinated his service’s operational response to the 9-1-1 New York terrorist attacks. Upon retirement in 2003, he continued his public service with the newly-formed Transportation Security Administration, where he helped create more than 60 new operational and administrative doctrine, including his agency’s inaugural behavioral detection program, Screening of Passengers through Observational Techniques, SPOT. In February, 2008, he became FEMA Region I’s first Federal Preparedness Coordinator, responsible for enhancing preparedness of individuals, communities, states, Tribal Nations, the private sector, and the federal community. He is also a published author of Coast Guard Cape Cod rescue history and is part of a maritime leadership lecture series for young mariners that has been delivered to over 5,000 cadets and midshipmen. |

Mobile Medical Assets Brant Goode, R.N./B.S.N., M.P.H., CDC Career Epidemiology Field Officer Vermont Department of Health Attendees will learn about the various mobile health care assets and resources available in Vermont. These include portable hospitals and other mobile equipment and supply caches that support Alternate Care Sites. Speaker Biography: Brant Goode’s experience includes state and critical infrastructure sector planning for public health emergencies including pandemic influenza and other biological threats. Public Health Response to an Improvised Nuclear Device Dr. William Irwin, Radiological and Toxicological Sciences Program Chief Vermont Department of Health One of the emergency scenarios for which the U.S. health care system must be prepared is an improvised nuclear device. The effects, similar to those from those at Hiroshima, will immensely stress the system regionally and nationally. This presentation will describe the special preparations and responses required where resources will be scarce. Speaker Biography: Dr. William Irwin is a health physicist at the Vermont Department of Health and a Crew Chief for the Vermont Hazardous Materials Response Team. In addition to leading scientists and technicians who prepare for and respond to chronic and acute chemical, biological and radiological issues in Vermont, he is working on national radiological and nuclear emergency preparedness initiatives. Inclusive Whole Community Planning among Emergency Management and Public Health Dr. Kate McCarthy-Barnett, Regional Disaster Integration Specialist FEMA Region I The session will deliver promising practices on inclusive emergency management and public health planning to ensure the needs of children and adults with disabilities and others with access and functional needs are met before, during, and after disasters. Lessons learned from recent disaster responses including Tropical Storm Irene will provide the forum for a discussion of successful whole community practices that have been developed and implemented. Participants will learn about initiatives from across the nation highlighting promising practices to ensure the whole community is involved in planning. A discussion of best practices will provide participants with the forum to increase their knowledge of strategies, resources and emerging trends to meet the public health needs of the whole community. Speaker Biography: Dr. Kate McCarthy-Barnett is the Regional Disability Integration Specialist for FEMA Region 1. In this position, she leads the Regional commitment to integrate and coordinate the needs of people with disabilities and those with access and functional needs into emergency preparedness, response, recovery and mitigation. She has supported response and recovery efforts for a number of disasters including the tornadoes in Alabama and Tropical Storm Irene in Vermont. In addition, Dr. McCarthy-Barnett has served as an appointed member to the FEMA Region 1 Regional Advisory Council. She holds numerous leadership positions in the community, authored several articles and presents on public policy and emergency preparedness initiatives and integration efforts for individuals with disabilities and people with access and functional needs. Living on the Edge: How Crisis Information Management Systems Can Deliver Your Common Operating Picture William Glisson, M.P.A., Vice President Health Services Emergency Services integrators The benefit Public Health and Healthcare have gained from widespread adoption of Information Technology is well documented. However many organizations still struggle with integrating critical information from the field, legacy systems, neighboring jurisdictions, and from other sources. Increasingly, agencies are beginning to incorporate Crisis Information Management Systems coupled with Fusion Center technology to amalgamate data to provide enhanced situational awareness. Using examples from Ori Brafman and Rod A. Beckstrom’s book, The Starfish and the Spider - The Unstoppable Power of Leaderless Organizations, and scenario-based examples, techniques will be presented illustrating how information can be brought in from various sources to create a Common Operating Picture. Speaker Biography: Mr. Glisson has fifteen years of experience in the emergency response field spanning Emergency Services, Emergency Management, Healthcare and Public Health. William currently serves as ESi’s Vice President of Health Services, serving health organizations worldwide. He specializes in the implementation and design of Crisis Information Management System (CIMS) in Public Health, Acute Care, and Long-Term Care settings. William received his Bachelor of Science from Georgia Southern University and his Masters of Public Administration from the University of Georgia School of Public and International Affairs. Medical Reserve Corps New Leader Workshop Session A: Developing a Unit: Local Roles and Vision Session B: Principles of Volunteer Management Session C: MRC Policies and Procedures Sandy Collins, RN, Director Health Care Services/Director Upper Merrimack Valley MRC Westford Health Department This workshop will provide new MRC leaders basic tips for establishing and sustaining an MRC unit. Course will cover key topics such as creating a vision and plan, leadership principles, community buy-in and participation, recruitment and retention, establishing policies and procedures, and training plans. The course covers the nuts and bolts of organizing, coordinating, integrating and sustaining an MRC. This course was created to provide a forum for new MRC leaders (new- 1 year). Speaker Biography: Sandy Collins, R.N., is the Health Director in Westford, MA, and has over 30 years experience in public health. She is the Director of the Upper Merrimack Valley Medical Reserve Corps, a thriving and active regional MRC with 550 members. The unit, established in 2003 through a federal grant, was one of the original MRC units selected as a pilot project. Ms. Collins participates on various public health preparedness committees. She has presented at numerous local, state and national conferences. Speaker Biography: Karen Crampton, M.P.A. is the Vermont Department of Health's Emergency Preparedness Coordinator. She coordinates the Vermont Emergency Response Volunteer (VERV) Registry and is the MRC state coordinator. Ms. Crampton will present in Session C. Operation Silent Angels John J. Burke, Associate Director Boston University School of Medicine Healthcare Emergency Management Program Operation Silent Angels was the NICU Evacuation Drill conducted at the Boston Medical Center. The drill allowed for hospital and EMS integration as the NICU patients were evacuated to awaiting ambulances which were used as temporary NICU beds, never leaving the campus. The integration of hospital staff and equipment with EMS personnel and policies made for an informative and dynamic drill. Speaker Biography: John J. Burke is a 19 year employee with the Sandwich (MA) Fire Department where he is currently the Fire Inspector. He is also the Associate Director and Instructor in Boston University School of Medicine's Healthcare Emergency Management Master's Program. Inspector Burke has a bachelor's degree in fire science and a master's degree in healthcare emergency management from the Boston University School of Medicine. He is state certified EMT-Intermediate and holds national certifications as Firefighter I/II, Fire Inspector, Safety Officer and Fire Officer. He is certified is all levels of the Incident Command System. He has consulted on emergency management projects for the U.S. Office of Minority Health, U.S. Coast Guard, California Department of Public Health and Montgomery County, MD Department of Health and Human Services. Speaker Biography: Mr. Gregory Bond, M.S., EMT-P, is a 15-year veteran Paramedic for the City of Boston Emergency Medical Services (EMS). In that time, he has participated in a number of large-scale events such as 4th of July and the Boston Marathon. He has also provided tactical medical support to riot control units during the Democratic National Convention and the 2004 Red Sox World Series Championship. In addition to his daily duties, Mr. Bond is a member of the NDMS International Medical Surgical Response Team (IMSuRT), with whom he was deployed to Port-Au-Prince, Haiti in January 2010 following the devastating earthquake. He holds a bachelor’s degree in communications from The American University in Washington, D.C. and is a recent graduate of the Boston University School of Medicine’s Healthcare Emergency Management Master’s Program, where he is currently serving as an Adjunct Instructor. 2012 HHS Preparedness Grant Alignment Capt. Patricia A. Pettis, Field Project Officer HHS/ASPR Hospital Preparedness Program This presentation will inform the audience of the recent changes to and the alignment of the HHS' Hospital Preparedness Grant and the CDC's Public Health Emergency Preparedness Grant for 2012 and beyond. Capt. Pettis will describe the origins of these cooperative agreements and how the federal government is pro-actively responding to the shrinking funding streams that states and cities are receiving from these and other preparedness grants. Speaker Biography: Capt. Patti Pettis is an active duty Commissioned Corps Officer in the U.S. Public Health Service. She is currently assigned to the Department of Health and Human Services Assistant Secretary for Preparedness and Response Region I -Boston as the Field Project Officer for the Hospital Preparedness Program (HPP) working with the six New England states on all matters concerning Hospital Preparedness as guided by the HHS HPP Cooperative Agreement. A Practical Look at Legal Issues In Emergency Management William Moorhead, J.D., President All Clear Emergency Management Group This session will examine common legal issues encountered within emergency management and emergency response. The audience will analyze hypothetical scenarios and recent news stories to identify potential liability issues. The session will highlight the challenges and barriers to implementing agreements, benefits of prepositioned contracts, and the importance of putting agreements in place now before they are needed. Speaker Biography: Mr. Will Moorhead has served in the emergency management field as a first responder, in State and local government, and as a consultant. Public Health, Fusion Centers, and Homeland Security: Knowing All Facets of the Threat Environment in Coordination with See Something, Say Something Heather Brown, M.P.H., Medical and Public Health Readiness Coordinator U.S. Department of Homeland Security/ Office of Health Affairs
Building strong partnerships between public health, healthcare, and the Department of Homeland Security through the support of the Vermont Information and Analysis Center can strengthen preparedness efforts for all threats and all hazards. This session will discuss DHS initiatives and assistance available to facilitate exchange of chemical, biological, and other health-related threat information to help guide preparedness activities. Speaker Biography: Ms. Heather Brown serves as Medical and Public Health Readiness Coordinator in the Department of Homeland Security’s Office of Health Affairs, supporting efforts to integrate public health and healthcare into homeland security information sharing. Previously, Ms. Brown was an epidemiologist at Maryland Department of Health and Mental Hygiene. Ms. Brown received her M.P.H. in epidemiology of microbial diseases at Yale University. Speaker Biography: Mr. Christopher Palmadesso serves as the U.S. Department of Homeland Security Office of Intelligence and Analysis Liaison to the Vermont Information and Analysis Center in Williston, VT. He works to enhance the information sharing between Federal, State, Local, Public, and Private sector partners by gathering and disseminating all threats and risks pertinent to the mission of the Department of Homeland Security. Mr. Palmadesso has eight years active duty service with the U.S. Coast Guard as a Commissioned Officer. He specialized in tactical maritime law enforcement operations as a force protection and tactical boat crew team leader at a Maritime Safety and Security Team (MSST) in New York. Mr. Palmadesso also served a tour in the maritime law enforcement intelligence field as a liaison to the NJ Fusion Center, and now he serves in the U.S. Coast Guard Reserve at Sector Southeast New England. Speaker Biography: Lt. Mark Lauer has been with the Vermont State Police since 1987, serving in various roles. He is currently serving as Director of the Vermont Information and Analysis Center. The Vermont Information and Analysis Center is staffed by various organizations to include sworn state police personnel, Vermont National Guard members, Vermont Air Guard members, FBI, FPS as well as a Department of Homeland Security Information and Analysis employee. The mission of the Vermont Information and Analysis Center is to provide analytical support to the entire law enforcement community of Vermont and its surrounding regions. This session explores ways to build both individual and inter-agency relationships to make the contributors more productive; what kind of partnerships to develop and why, and how to cultivate interactions in which 'everybody wins.’ Speaker Biography: Ms. Nancy Burns is starting her ninth year as an MRC Coordinator. She also has a diverse background in high tech, journalism, and media, and became an EMT-B in 1979. Early recognition is paramount. This presentation will offer some ideas for healthcare workers and law enforcement to work together to prevent further illness and apprehend any offenders. Starting Over Strong Vermont: Emotional Support in Response to Tropical Storm Irene Cath Burns, Ph.D., Licensed Psychologist Doctorate, Licensed School Psychologist, Director of Quality Assurance and Quality Improvement Starting Over Strong Vermont Starting Over Strong Vermont is a Crisis Counseling Program in response to Hurricane Irene. This presentation will cover, what a crisis counseling program is, what we have seen from the ground, and lessons learned. Speaker Biography: Cath Burns, Ph.D., Licensed Psychologist Doctorate, Licensed School Psychologist, is the Director of Quality Assurance and Quality Improvement at Washington County Mental Health. Cath was formerly the Clinical Director for Children, Youth and Families, the Director of the Central Vermont Collaborative for Children with Autism Spectrum Disorders, and a Behavioral Consultant for the A.C.E.S. program all within WCMHS. Cath is a member of the Disaster Response Team at WCMHS and also provide clinical support and oversight for evaluation activities for Starting Over Strong Vermont, the FEMA-funded Statewide Crisis Counseling Program administered by WCMHS. Cath is an instructor for Johnson State College for the M.A. in education/ABA, as well as has been adjunct faculty at the University of Vermont. She earned a Ph.D. in developmental psychology and a master’s degree in psychology from the University of Vermont, and a master’s degree in educational psychology from the University of Colorado at Boulder. Cath was named the VABA Behavior Analyst of the Year in 2006. In addition to her current clinical and administrative work, Cath has a background in school psychology with research and applied focuses in early childhood policy, prevention and promotion work. Cath has worked with children and their families from a variety of backgrounds in varied settings including community mental health, public schools, and varied segregated schools for children and youth with mental health and developmental disabilities. Speaker Biography: Cathy Aikman, M.A., was formerly the Volunteer and Marketing Coordinator for the Richmond Floodplain Forest Restoration Project. Prior to her work as the Project Director for Starting Over Strong Vermont, a FEMA grant short-term crisis counseling program in response to Hurricane Irene, her work included Event and Marketing Coordinator for Gardener’s Supply Co., located in Williston and Burlington, VT; School-to-Work Coordinator for Linking Learning to Life, Burlington, VT and Development Director for Lowell Middlesex Academy Charter School, in Lowell, MA. Cathy received her master’s degree from Tufts University with a focus on urban and social policy after receiving her undergraduate degree at Ripon College with a focus on sociology and environmental biology. Terry Bascom is leader of Team 2 for Starting Over Strong Vermont, the statewide FEMA funded Crisis Counseling Program administered by WCMHS. Terry has a Masters of Divinity from Bangor Theological Seminary in Maine. He is an ordained minister in the Congregational tradition, and served in parish ministry for eleven years. Terry was appointed to a national-level committee of the National Association of Congregational Christian Churches (NACCC) charged with developing strategies to counteract the decline affecting mainline Protestantism in the United States. Through a NACCC grant, Terry field-tested strategies by serving as pastor in troubled congregations in New Jersey and Connecticut. He was awarded a Harry Butman Fellowship for his significant contributions to the Association. Terry was named a Paul Harris Fellow by the Bound Brook, NJ, Rotary Club for his community leadership in organizing the religious and civic organizations to build the first Habitat for Humanity home in Bound Brook. Terry was Associate Professor of Religion and Philosophy at Piedmont College in Demorest, GA, where he restructured the Freshman Experience and oversaw a strategic plan to expand and update the College library’s holdings in religion and philosophy. Terry writes for Insights Into Religion, a portal website funded by the Lilly Endowment’s Religion Division that connects religious leaders and the public with research-based resources for congregational development and scholarly insights into the diversity of American religious practice. Terry maintains his own blog, ChurchChange.org, to provide small churches with the information, news and resources that enable self-directed renewal. Intended Audience: NEW H PH EMS |

Volunteers in Public Health and Emergency Preparedness: Value of vs. Return on Investment Jennifer Frenette, MRC Regional Coordinator USDHHS Region I Medical Reserve Corps This session will focus on the value of involvement when using volunteers for Public Health Initiatives and Emergency Preparedness and Response in local communities. Too often volunteers are not utilized to their potential or are forgotten about until an emergency is over. Calling on volunteers early in an event, utilizing their skills to plan and prepare a community prior to an event, and inclusion afterwards will prove to be a positive return on investment. Speaker Biography: Jennifer Frenette serves as MRC Regional Coordinator (MRC RC) for Region I (CT, ME, MA, NH, RI, VT). She provides technical assistance and support to the new and existing MRC units in the region. She is also actively working with state MRC coordinators and associated partner organizations to assist with the growth of the program. Ms. Frenette works closely with all involved and interested to advance the U.S. Surgeon General's public health priorities and coordinate with the goals of the Division of the Civilian Volunteer Medical Reserve Corps. Woodlawn Cemetery Recovery after Tropical Storm Irene: A Mass Fatality Response Elizabeth A. Bundock, M.D., Ph.D., Deputy Chief Medical Examiner Office of the Chief Medical Examiner Tropical Storm Irene eroded a portion of the Woodlawn Cemetery in Rochester, VT, leaving caskets and human remains unearthed and scattered. Dr. Bundock will present the medical examiner's perspective of mass fatality management, using the cemetery recovery project to highlight issues of preparedness and response. Speaker Biography: Dr. Bundock is currently the Deputy Chief Medical Examiner of Vermont, having previously served as a Medical Examiner in Massachusetts and New York City. In addition to her regular duties in this position, she lectures on various forensic pathology topics for students, medical personnel, and law enforcement throughout New England and is a Clinical Assistant Professor in the Department of Pathology at the University of Vermont, College of Medicine. What Can the SNS Do for You? Dan Manz, Operations and Logistics Administrator Vermont Department of Health This session will provide an overview of what resources the Strategic National Stockpile system can provide and how the logistics of requesting and receiving SNS materiels actually works. This session will discuss the resources SNS can provide as well as those it cannot. Attendees will have the opportunity for questions and answers. Speaker Biography: Dan Manz oversees the Vermont Department of Health SNS/CRI and Chempack programs as well as managing the VDH portable hospital and medical surge / mass care resources.
